As Chair of the Board of Trustees of the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®), William J. Guillen provides overall governance leadership, strategic direction, institutional oversight, and accountability for the organization. He works closely with the Board of Trustees and executive leadership to steward IBACTP®’s mission, strengthen certification and credentialing initiatives, advance professional and workforce development, expand industry, university, institutional, and international partnerships, and promote responsible innovation across artificial intelligence, cybersecurity, data and analytics, cloud computing, information technology, digital infrastructure, and emerging technologies. His leadership supports IBACTP®’s commitment to institutional integrity, strong governance, sustainable growth, global relevance, workforce advancement, and excellence in professional technology certification, education, and development.

Dr. Tai Ajani

Chair, Advisory Board

Dr. Tai Ajani serves as Chair of the Advisory Board of the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®), providing strategic guidance and independent professional insight to support the organization’s certification, workforce-development, and institutional initiatives. In this role, he works with IBACTP® leadership and Advisory Board members to strengthen alignment among professional certification, industry practice, higher education, and evolving workforce needs, while advising on developments across artificial intelligence, cybersecurity, data, cloud computing, information technology, digital transformation, and technology governance. His leadership supports IBACTP®’s commitment to professional excellence, responsible innovation, global relevance, ethical technology practice, and continuous improvement.

Dr. Christian Fischer

Executive Director, Global Marketing & Strategic Communications

Dr. Christian Fischer serves as Executive Director, Global Marketing & Strategic Communications for the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®). In this role, he provides strategic leadership for the organization’s global marketing, brand development, digital communications, public relations, social media, and market engagement initiatives. A professor of Business Information Technology and author of five textbooks in business, Technology and Marketing, Dr. Fischer leads efforts to strengthen the visibility and positioning of IBACTP® and its professional certification portfolio across international markets. He oversees integrated marketing campaigns, certification promotion, digital engagement, brand consistency, and strategic communications designed to connect IBACTP® with technology professionals, organizations, universities, training partners, and other stakeholders worldwide. Through these efforts, he supports the organization’s continued growth, global presence, and mission of advancing professional excellence in AI, cybersecurity, and technology.

Prof. Julia Melanie Schäfer

Executive Director, Legal Affairs, Governance & Compliance

Julia Melanie Schäfer serves as Executive Director, Legal Affairs, Governance & Compliance for the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®). Julia is a Professor of Law. In this role, she provides leadership and oversight for the organization’s legal affairs, governance practices, regulatory compliance, contractual matters, ethics, risk management, intellectual property, and institutional policies.

She supports the Board and executive leadership in strengthening organizational accountability, protecting IBACTP® trademarks and intellectual property, reviewing partnership and affiliate agreements, and promoting sound governance and responsible business practices. Her responsibilities also include supporting compliance and risk-management initiatives across certification, training, institutional partnerships, and international operations, helping ensure that IBACTP® continues to operate with integrity, transparency, consistency, and appropriate institutional oversight as its global activities expand.

Prof. Daniel C. Zhang

Chief Certification & Credentialing Officer

Prof. Daniel C. Zhang serves as Chief Certification & Credentialing Officer for the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®) and manages the Singapore Chapter of IBACTP®. In this role, he provides strategic oversight of the organization’s professional certification and credentialing portfolio, helping ensure that certification programs are built around clearly defined competencies, rigorous assessment practices, and consistent credentialing standards.

Prof. Zhang oversees certification standards, competency frameworks, examination and assessment processes, certification decisions, digital credentialing, credential verification, recertification, and certification quality assurance. He also works with subject-matter experts and organizational leadership to support the ongoing review and improvement of certification programs as technology and workforce competency requirements evolve. His leadership helps strengthen the quality, integrity, consistency, and credibility of IBACTP® certifications across AI, cybersecurity, data, cloud, information technology, and related technology disciplines.

Prof. Vikram Arjun Malhotra

Executive Director, Global Affiliate Partnerships & Business Development

Prof. Vikram Arjun Malhotra serves as Executive Director, Global Affiliate Partnerships & Business Development for the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®). A Professor of Computer Science, he brings an academic and technology-focused perspective to the development of strategic partnerships that connect professional certification, technology education, workforce development, and industry needs.

In his executive role, Prof. Malhotra leads the recruitment, evaluation, onboarding, development, and renewal of international Affiliate Training Partners, university affiliates, institutional partners, and strategic business relationships. He supports the expansion of IBACTP® into new markets, strengthens relationships with universities and professional training organizations, and develops collaborative opportunities with corporations and other institutions. His leadership helps expand IBACTP®'s global partner network while promoting sustainable growth, quality partnership engagement, and broader access to professional development and certification opportunities in AI, cybersecurity, data, cloud, information technology, and emerging technology disciplines.

Mr. Patrick Timi Adebiaye

Executive Director, Training & Professional Development

Mr. Patrick Timi Adebiaye serves as Executive Director, Training & Professional Development for the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®). A graduate of Computer Science and a Software developer, he provides strategic leadership for the organization’s professional training, IT management, certification preparation, curriculum development, instructor-led learning, and continuing professional development initiatives. His work focuses on creating structured, practical, and career-relevant learning experiences that help professionals strengthen their technical competencies and prepare for evolving workforce requirements.

In this role, Mr. Adebiaye oversees self-paced certification training, virtual instructor-led programs, corporate and institutional training, curriculum development, instructor standards, learning resources, certification preparation, and training quality assurance. He also works with instructors, subject-matter experts, Affiliate Training Partners, universities, and organizational clients to support consistent and effective delivery of IBACTP® training programs. His leadership helps ensure that professional development initiatives remain aligned with IBACTP® certification objectives and support continuous learning across AI, cybersecurity, data, cloud computing, information technology, digital transformation, and emerging technology disciplines.

Dr. Karim El-Ghazaly

Executive Director, Membership, Registration & Candidate Services

Dr. Karim El-Ghazaly serves as Executive Director, Membership, Registration & Candidate Services for the International Board of AI, Cybersecurity & Technology Professionals (IBACTP®). He provides strategic leadership for the organization’s professional and student membership programs, candidate registration, enrollment services, member engagement, and candidate support, helping ensure an efficient and professional experience from initial membership and certification registration through credential attainment and continuing professional development. In this role, Dr. El-Ghazaly oversees membership administration, candidate enrollment, membership records and benefits, renewals, certification registration support, candidate communications, and member services while collaborating with certification, training, university, and Affiliate Training Partner teams to support individual, institutional, and international pathways. His leadership strengthens service quality, candidate experience, professional community engagement, and long-term relationships with IBACTP® members and candidates worldwide.
